Digital Gold Wing

A self-regulatory mandate for the entire digital gold industry.

The Wing writes one standard for every party in the chain — jewellers, platforms, vaults and aggregators — and publishes who meets it. Members are bound by it. Everyone else is invited to prove they can meet it.

Onboarding is open

Platforms register on one of two tracks — as a Digital Precious Metal Seller or as a Distributor Platform. Buyers can verify any accredited platform on the public register.

Council rate board

Live bullion rates, published in the open.

The same reference rates the Wing expects accredited platforms to price against — 999 and 916 gold, silver, spot, futures and the rupee, refreshed every two seconds.

Why an SRO

The gap the industry has to close itself.

Digital gold has grown faster than the rules around it. Rather than wait for a rulebook written without the trade in the room, the Council is putting one in place and submitting itself to it first.

  • Digital gold is not a security, a deposit or a commodity derivative — no single statutory regulator supervises it end to end.
  • Buyers rarely see whether the metal is allocated to them, pooled, or merely a price exposure.
  • Storage, insurance, spread and redemption charges are disclosed inconsistently, if at all.
  • When a platform stops honouring delivery, the buyer has no industry forum to approach.

The standards framework

Eight standards. All of them auditable.

Nothing here is aspirational language. Each standard has a test, an evidence requirement and a filing deadline.

S1

1:1 allocated backing

Every gram sold is matched by refined physical gold of stated fineness, allocated to customer holdings and reconciled at least daily.

S2

Independent vault audit

Quarterly physical verification and holdings reconciliation by an auditor empanelled by the Wing. The attestation is published, not filed away.

S3

Insured custody

Full replacement-value insurance covering vault, transit and handling risk, with the policy summary available to every holder.

S4

Redemption & buyback

Minimum delivery quantity, denominations, making charges, delivery timelines and buyback spread disclosed before purchase and honoured as stated.

S5

Fee transparency

Spread, storage, GST and delivery costs itemised at the point of sale. No fee may be introduced retrospectively on existing holdings.

S6

KYC & source integrity

KYC on the platform, and responsibly-sourced refinery declarations for metal entering the vault.

S7

Grievance officer

A named officer with published contact details, a 48-hour acknowledgement and a 30-day resolution commitment, appealable to the Council.

S8

Quarterly attestation

Signed statement of holdings, vault balances, insurance validity and open complaints filed with the Wing each quarter.

Who must comply

The mandate covers the full chain.

Jewellers selling digital gold

Any member offering gram-savings, gold-accumulation or digital purchase schemes, whether in-house or white-labelled.

Fintech & wallet platforms

Apps, wallets, brokers and neobanks distributing digital gold to retail buyers in India.

Vaults, refiners & aggregators

Custodians, refiners and technology aggregators that hold or move the metal behind a digital gram.

Accreditation

A public ladder, not a private certificate.

Status is published on the Council's register and can move in either direction. The seal is licensed, time-bound and withdrawn the moment an attestation lapses.

  1. 01

    Registered

Application accepted, disclosures submitted, standards adopted in writing. Provisional status for one quarter.

  2. 02

    Accredited

First independent audit cleared. Entitled to display the IGJC Digital Gold Accredited seal.

  3. 03

    Accredited (Verified)

Four consecutive clean attestations, zero unresolved grievances. Listed at the top of the public register.

  4. 04

    Under review / Delisted

Missed audit, unresolved complaints or a disclosure breach. Status is published while the review runs.

For the buyer

What accreditation guarantees you.

  • See exactly how many grams are allocated to you, and where they are vaulted.
  • Know every charge before you pay, including the buyback spread.
  • Redeem in physical form on the published terms, or sell back at a disclosed price.
  • Escalate to the Council's Redressal Board if the platform's grievance officer fails you.

Enforcement ladder

  1. 1. Notice. Written finding and a corrective deadline.
  2. 2. Public status change. Moved to "Under review" on the register.
  3. 3. Seal withdrawal. Licence to display the accreditation mark revoked.
  4. 4. Delisting & referral. Removed from the register and referred to the relevant authority with the case file.

Roadmap

How the mandate rolls out.

  1. Phase 1

Publish the standards, empanel auditors, open registration to members.

  2. Phase 2

First audit cycle, launch of the public accreditation register and seal.

  3. Phase 3

Open accreditation to non-member platforms; quarterly public compliance report.

  4. Phase 4

Formal recognition sought as the industry SRO, with statutory bodies consulted throughout.
